Cut and run 遁離(軍事经常使用語)

President Bush Participates in Meeting on Health Care in Oma
December 5, 20THE PRESIDENT: It is a joy to be here at the One World munity Health Center in Omaha. I want to thank Andrea and Dr. McVea for the tour. I say it's a joy because the spirit here, the spirit of munity, the desire to help people who are less fortunate, is prevalent. People here feel a great sense of munity and acplishment, and as well they should, because munity health centers, not only here in Omaha, but around the country, provide a very vital service. I happen to think they're an integral part of a health care system because they provide care for the low-ine, for the newly arrived, and they take the pressure off of our hospital emergency rooms. And so I've e to thank the staff and the providers of passionate health care here for their work. I remind the people of Omaha that this is a public-private partnership; the federal government is a -- and my administration strongly supports the expansion and the extension and the reach of these munity health centers. But the private sector, the public needs to support these centers, as well. We spent a little time talking about whether or not the munity understands the importance of a munity health center. This munity does. I think there is some awareness of how important One World is, and I would hope that other citizens that aren't aware would find out the importance of a munity health center. When I -- in 2000, when I was running, I said, look, I believe these are important centers because they provide an integral service, and they take pressure off of our health care systems around the country. And so I laid out a goal of expanding the health care centers by 1,200, and we're meeting that goal. And I want to thank members of Congress from both parties for understanding the importance and the vitality of munity health centers. And I look forward to working with Congress to continue to expand the reach of these important facilities. And so, again, I want to thank you all for your hospitality. I really appreciate you giving me a chance to e to -- part of our national strategy is to make sure the uninsured can find good-quality primary care. This center serves -- 85 percent of its people don't speak English as a first language. By far, the vast majority are low-ine. And yet they're receiving first-class quality care. So I thank the docs and the nurses and the social workers, and all the people who are making this facility such a good one. Thanks for having me. New Year is traditionally a time spent in our munities with families and friends. It's a time for celebration. And a time for reflection. My own thoughts and best wishes are with you and with our armed forces who - away from their own families at this special time of year - do so much for us around the world, to defend our rights and promote peace, security, and justice. I was delighted to learn that you hold the British forces in the Falklands in such high regard that you honoured them with the Freedom of the Falkland Islands during this, the 20th anniversary year of the conflict.This year in particular has provided an opportunity for remembrance of all who lost their lives in the conflict. The memoration events have touched many on the Islands and beyond, culminating in the Duke of York's recent visit and his personal gesture of reconciliation in laying wreaths at both the British and Argentine cemeteries. The ground was of course prepared beforehand in a profound gesture of reconciliation by your Government earlier in the year in their approval of plans for a memorial to the Argentine war dead at Darwin.Events such as these, and the personal pilgrimage by members of the South Atlantic Medal Association in November, have also highlighted the close bonds between those who fought in the conflict and those who endured it.The Falkland Islands have a bright future. This year the international munity has seen that the Falklands is a prosperous, vibrant and self-confident munity. Your new Governor has spoken of an entrepreneurial spirit in the Islands - of new opportunities, and of young people eager to return after pleting their education in the United Kingdom. You recognise the importance of economic diversification.The Islands Plan provides an admirable strategy for the continued development of a sustainable economy, protection of the environment, and improvements to your quality of life. You have achieved so much in recent years and I am sure that your prudent management of affairs will continue to provide a secure platform for future generations.The United Kingdom's relations with Argentina are good and we continue to work to improve them. Mr. President George Bush, President of the United States of America; ladies and gentlemen, part of the Brazilian-American mittees; ladies and gentlemen, part of the press; my friends, all present: It's a pleasure to receive President George Bush in São Paulo, our largest city in Brazil, a city which symbolizes the richness of our economy and entrepreneurship of our people. We've e to Transpetro Terminal here in Guaruhos, to an important partnership which is really important between the United States and Brazil. The memorandum of understanding about cooperation in the biofuel area that was signed today is an answer to the great, energetic challenges of the 21st century. The world is concerned with today's event and observing it carefully. We're launching a partnership to the future, a great plan which will renovate and transcend the bilateral plan and create opportunities on a world's scale. The partnership we will now launch is ambitious and aimed at all aspects related to the final incorporation of the energy plan of our two countries. I was very pleased to know about President Bush's decision to give greater value to biofuel within the energy plan of the United States. This agreement brings into reality an idea which was born on the occasion of our meeting in Brasilia in , when President Bush first became aware of Brazil's success story with biofuel. It's important to remember that when President Bush went to Brasilia I was truly obsesses with biofuel, and he almost couldn't have lunch because I wouldn't stop talking about biofuel. But I think that was important, because the world is not always ready and prepared for major changes unless we have untiring debates and people are convinced that Planet Earth needs to be de-polluted. And it's in our hands, we who have polluted it, to de-pollute it. In the field of ethanol we have an extremely successful program that's e out of over 30 years of very much work and technological innovation. We are doing the same thing in our betting on biodiesel. By 2010, Brazilian diesel, 5 percent of it will e from native abundant plants in our country, such as African palm, cottonseed, sunflower, castor beans, and many other seeds. Also, our biodiesel program has a major social impact. It is aimed at small farmers to family farmers. It will help create jobs and ine in the poorest regions of our country, especially in the northeastern semi-arid region, where many of these crops are actually native. Today the entire society is reaping the fruit of these efforts, and other countries want to share Brazil's experience. The memorandum is an important step in that direction. But it's not just an economic partnership between Brazil and the U.S. A close relationship and cooperation between the two leaders in ethanol production will make it possible to democratize access to energy. The growing use of biofuel will be an inestimable contribution to the generation of ine, social inclusion and reduction of poverty in many poor countries of the world. We want to see biomass generating sustainable development, above all in South America, Central America, in the Caribbean and in Africa. Brazil and the United States should create alliances with other countries to achieve global diversification of the production of biofuels. To that end, we must lay the basis for a global market of biofuels.

Laura and I thank all of our distinguished guests, starting with members of my Cabinet -- Secretary Kempthorne, Secretary Gutierrez, Administrator Johnson. Admiral, thank you for ing today. We're proud you're here. Mr. Secretary, thank you for being here. Other members of the administration who have joined us. Members of the conservation munity, we're glad you're here. Governor, I am proud you're here. Thank you for ing. And Josie is with you. Representatives from -- by the way, Northern Mariana Islands -- Governor. Just in case you don't know him. (Laughter.) We know him -- and we like him. And all the representatives from America Samoa, really appreciate you all ing. Apologize for the weather, but I don't apologize for the policy, because we're fixing to do some fabulous policy. It's interesting that we're gathered a few steps from the office once occupied by a young Assistant Secretary of the Navy named Theodore Roosevelt. Not long after he left the position, he was back on these grounds as the 26th President of the United States. And exactly a hundred years ago, he embarked on his final weeks as the President -- something I can relate to. (Laughter.) President Roosevelt left office with many achievements, and the most enduring of all was his mitment to conservation. As he once said: "Of all the questions which can e before the nation,翻譯, short of the actual preservation of its existence in a great war, there is none which pares in importance with leaving this land even a better land for our descendants than it is for us." That spirit has guided the conservation movement for a century; it's guided my administration. Since 2001, we have put mon-sense policies in place, and I can say upon departure, our air is cleaner, our water is purer, and our lands are better protected. To build on this progress, I'm pleased to make several announcements today. Under the Antiquities Act that Theodore Roosevelt signed in 1906, the President can set aside places of historic or scientific significance to be protected as national monuments. With the proclamations I will sign in a few moments, I am using that authority to designate three beautiful and biologically diverse areas of the Pacific Ocean as new marine national monuments. The first is we will establish the Marianas Trench Marine National Monument. At the heart of this protected area will be much of the Marianas Trench -- the site of the deepest point on Earth -- and the surrounding arc of undersea volcanoes and thermal vents. This unique geological region is more than five times longer than the Grand Canyon. It is deeper than Mount Everest is tall. It supports life in some of the harshest conditions imaginable. A fascinating array of species survive amid hydrogen-emitting volcanoes, hydrothermal vents that produce highly acidic and boiling water, and the only known location of liquid sulfur this side of Jupiter.

I offer a special greeting to members of Post 77 from Houston, Texas. (Laughter.) If you're here, my advice is, behave yourself. (Laughter.) What happens in Washington stays in Washington. People who know something about the Legion understand firsthand how much this organization does for our men and women in uniform, for those who have been wounded on the field of battle, and for their remarkable families. Our nation has been able to call upon the Legion in times of promise and peril, and our nation is grateful for your service. (Applause.) I thank -- not only do I thank your mander, I thank Earl Ruttkofsky. I appreciate Beverly, his wife, and JoAnn Cronin, who happens to be the President of the American Legion Auxiliary. (Applause.) Support of our veterans has been a high priority in my administration. This year I've asked Congress for more than $86 billion for veterans' services. And if Congress approves my request, this would amount to a 77 percent increase of the budget since I took office; it would be the highest level of support for our veterans in American history. (Applause.) We share with your concern about making sure our vets have good health care. I've talked to your manders past, and suspect I'll be talking to your manders future, about making sure that our veterans have got good, decent, quality health care.
